  • If a person was arrested, but the criminal charges were, for example, dismissed by the Blair County Court, or withdrawn by the Blair County District Attorney's Office, these charges will be eligible for expungement; in some instances, dismissed or withdrawn charges may instead be eligible for a "partial" expungement, also known as a "redaction."

Pennsylvania allows persons with criminal records above summary offenses to obtain a form of record sealing through the state's "Limited Access" law. This law restricts access to a person's records, which prevents these records from coming up on background checks. There are stricter regulations regarding the record-sealing process than those regarding standard expungements, however, this process allows records for misdemeanor-level crimes to be sealed. Specifically, a majority of 3rd degree, 2nd degree, and ungraded misdemeanor records may be sealed under the Pennsylvania Limited Access law, with some limited exceptions. In order to be eligible for record sealing in Blair County, or throughout Pennsylvania for that matter, a person must have served their sentence, if applicable, and ten (10) years must have passed without criminal proceedings against them.

  • A juvenile arrest record exists, but the charges were withdrawn or dismissed.
  • A juvenile was placed under supervision of the court, the supervision has concluded, and six (6) months have passed without any criminal incident.
  • A juvenile was convicted (adjudicated) on a juvenile delinquency charge, and five (5) years have passed since the sentence was fulfilled and no criminal proceedings have been brought during that time period.
